President Moon Jae-in and Cambodian Prime Minister Hun Sen on March 15 agreed to expand bilateral economic cooperation in areas such as finance, infrastructure and agriculture. In their summit held in Phnom Penh, the president said, "As one of our major partners in development cooperation, Cambodia is also an important ally in implementing Korea's New Southern Policy. I hope that our countries will continue working together to bring a prosperous future to both of our nations." Hun Sen added, "Thanks to your visit, our relations have already been strengthened, and I look forward to elevating our relations to the level of a strategic partnership."

President Moon Jae-in and Malaysian Prime Minister Mahathir Mohamad on March 13 pledged to reach a bilateral free trade agreement and conclude negotiations toward that goal by year's end. In a joint news conference at the prime minister's office in Putrajaya, Malaysia, both leaders said they also discussed boosting cooperation in future vehicles, information technology (IT), smart industries, medicine and the halal market.

President Moon Jae-in on March 11 held a summit with Bruneian Sultan Hassanal Bolkiah on the first leg of his tour of three Southeast Asian nations, with both leaders agreeing to strengthen bilateral cooperation in energy and infrastructure. The two leaders also discussed increasing cooperation in intellectual property and science and technology, two areas that could spawn new growth engine.

President Moon Jae-in and Abu Dhabi Crown Prince Mohammed bin Zayed Al Nahyan on Feb. 27 agreed in their summit to strengthen bilateral cooperation in high-tech industries to develop a so-called special strategic partnership between both sides. Both leaders agreed to facilitate more people-to-people exchanges through the UAE Ambassador Program and youth exchanges, as well as seek mutual growth befitting the age of the Fourth Industrial Revolution.

President Moon Jae-in and Indian Prime Minister Narendra Modi on Feb. 22 agreed to raise bilateral trade volume to USD 50 billion by 2030. Seoul and Delhi also agreed to complete negotiations for upgrading their comprehensive economic partnership agreement (CEPA) and reinforce their "special strategic mutual partnership" by improving their trade environments such as import deregulation.

President Moon Jae-in on Jan. 28 held a summit with Qatari Emir Sheikh Tamim bin Hamad Al Thani in Seoul on strengthening bilateral ties, with this year marking the 45th anniversary of diplomatic relations between both countries. To support Qatar's hosting of the 2022 FIFA World Cup soccer finals, the first time the competition will be held in the Middle East, more joint projects in transportation will be launched. Korea will also take part in projects under the Qatar National Vision 2030 and plan collaboration in other sectors such as health care, agriculture, fisheries, education and securities.

President Moon Jae-in on Dec. 4 held a summit with New Zealand Prime Minister Jacinda Ardern in Auckland on bilateral cooperation in science and technology, the defense industry and research on Antarctica.

The two leaders agreed to promote cooperation and joint investment in New Zealand agriculture and Korean infrastructure construction. Furthermore, they also pledged to collaborate on further research on Antarctica by achieving synergy through utilizing New Zealand’s experience in the field and Korea’s R&D prowess, as well as in new industries including bio, health care, and information and communications technology.

President Moon Jae-in on Dec. 1 held a summit with Dutch Prime Minister Mark Rutte in Buenos Aires, Argentina, to discuss the situations on the Korean Peninsula and in Europe. The two leaders agreed to continue promoting bilateral cooperation pledged by both sides in their prior summit held early this year during Rutte's visit to Korea during the PyeongChang Winter Olympics. They also agreed to jointly develop a comprehensive, future-oriented partnership between both countries.

President Moon Jae-in on Dec. 1 held a summit with South African President Matamela Cyril Ramaphosa in Buenos Aires, Argentina, on the sidelines of the G20 Summit. “South Africa can serve as a good example for North Korea in the denuclearization process given its experience in voluntarily abandoning nuclear development for the sake of regional stability and peace,” President Moon told Ramaphosa.

President Moon Jae-in agreed with Czech Prime Minister Andrej Babis to strengthen bilateral economic cooperation. In their Nov. 28 summit in the Czech capital of Prague, they also emphasized the importance of collaboration in new industries such as artificial intelligence and the internet of things for the sake of future-oriented development.

The two sides also agreed to consider having Korea build a nuclear power plant in the Czech Republic. “Korea has 24 nuclear facilities with not a single accident in 40 years of operation,” President Moon said.

Babis replied that he “highly regards” the safety record of Korea’s nuclear plant technology. Korea and Czech Republic established diplomatic relations in 1990 and further bolstered their relationship through a strategic partnership concluded in 2015.
